ST LUCAS COUNCIL MEETING MINUTES

September 11, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Monday, September 11, 2023, at 7:00 p.m. Mayor Nick Busta presiding. A moment of silence was held in remembrance of 9/11. Council members present at the Community Center were Franzen, Schmitt, Huinker and Svendsen. Guests present were Chad Wurzer and Paul Dietzenbach. Mayor informed council of resignation of Councilmember Goerend effective September 6.

  1. A motion by Schmitt, second by Franzen to accept the posted All ayes, so moved.
  2. A motion by Schmitt, second by Franzen to approve the minutes from the August 16th meeting. All ayes, so moved.
  3. A motion by Schmitt, seconded by Huinker to approve the August 2023 Treasurer’s report. All ayes, so moved.
  4. A motion by Schmitt, second by Huinker to approve the list of claims. All ayes, so moved.
  5. Rural St and Quail Rd project has been completed. Will be seeded this Huinker moved to place a speed limit sign in town on Rural St. Franzen seconded. All aye, motion carried.
  6. Continue to get bids on fixing electric on SE side. Item tabled.
  7. Updating has begun on the code
  8. Grate on E Main St sidewalk looks good and is completed.
  9. All items requested by the Iowa DNR have been addressed at the wastewater treatment facility except updating the connection for an emergency generator. Huinker moved to have Don Dilaura work on getting it replaced NTE $500. Schmitt seconded. All aye, motion passed.
  10. Two bids for 2023/2024 snow removal were received. After discussion Huinker moved to accept the bid from Rausch Construction, LLC. Franzen seconded. All aye, motion carried.
  11. Franzen moved to accept the FY2023 Fire Department Financial Svendsen seconded. All aye, motion passed.
  12. Franzen moved to approve Resolution 2023-13 FY2022-2023 Year End Transfer of Fire Department Funds. Svendsen seconded. Roll call vote: Franzen- aye; Schmitt- aye; Huinker­ aye, Svendsen- Resolution passed.
  13. Updated 20E Agreement between townships and fire department has been sent to townships for review. No updates.
  14. Fire Department Updates – Committee continues pricing new vs used vs rebuilding current fire truck to get best prices. FEMA grant air compressor has been installed.
  15. Edmund’s Park – The open house event was well
  16. Fun Day/Community Updates – Fun Days committee has been looking into bands for next year. They recommended Shot Gun Jane. The council would like some additional options. The sewer line at 110 Hillside Dr. was scoped and showed that the pipe is intact and in good condition. The council has 60 days to appoint a new council member to fill the vacancy left by Goerend resignation.

A motion by Schmitt, second by Huinker to adjourn at 7:59 pm. All ayes, so moved. The next scheduled city council meeting is October 9, 2023, at 7:00 p.m. at the St. Lucas Community Hall.
