ST LUCAS COUNCIL MEETING MINUTES

November 13, 2023 7:00 p.m.                                   St Lucas Community Hall

The regular meeting of the St. Lucas City Council was held on Monday, November 13, 2023, at 7:00 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Franzen, Schmitt, Dietzenbach and Huinker. Svendsen arrived at 7:05 p.m. Guests present were Courtney Hageman, Chad Wurzer, Adam Schmitt, Morgan Gage, Brock Perry and Brad Smith.

  1. A motion by Huinker, second by Franzen to accept the posted agenda. All ayes, so moved.
  2. A motion by Franzen, second by Schmitt to approve the minutes from the October 9th meeting. All ayes, so moved.
  3. A motion by Schmitt, seconded by Franzen to approve the October 2023 Treasurer’s report. All ayes, so moved.
  4. A motion by Huinker, second by Franzen to approve the list of claims with the addition of Fayette County Auditor for 500.65 for 2023 election. All ayes, so
  5. Huinker will bevel areas of the curb along Rural St/Quail Rd as needed. Witt be seeded this fall. Discussed possibly limiting parking on east side of Rural Item tabled.

  7. The electrical connection at the sewer lagoon hasn’t been completed Item tabled.
  8. Schmitt moved to approve Resolution 2023-16 Annual Street Finance Report. Huinker seconded. Rott call vote: Franzen- aye; Schmitt- aye; Huinker- aye, Svendsen- aye, Dietzenbach- aye. Resolution 2023-16 passed, and the Street Finance Report will be submitted before Dec
  9. Huinker moved to approve and post the 2023 Annual Financial Franzen seconded. All aye, motion carried.
  10. Franzen moved to approve Sips and Savor’s, LLC alcohol license. Dietzenbach seconded. All aye, motion carried.
  11. Discussed possible options for a city website. Cost would be $3,000 – $4,000 to build and about $100/year for hosting. Witt research possible grant options. Item tabled.
  12. Discussed clerk performance review and compensation. Huinker moved to increase clerk pay to $20/hr. Franzen seconded. All aye, motion carried.
  13. The Fire Department presented their proposal for purchasing a new pumper truck. After discussion Franzen moved to approve Resolution 2023-17 Entering into a Contract with Simon Fire Equipment for New Pumper Truck. Svendsen seconded. Roll call vote: Franzen- aye; Schmitt- aye; Huinker- aye, Svendsen- aye, Dietzenbach- aye. Updated iDE Agreement between townships and fire department has been sent to townships for review.
  14. Edmund’s Park – Water has been shut off for the winter. No vehicle signs have been ordered and will be installed. Franzen moved to have Easton Water Conditioning install an iron curtain on the well in the Public Works Building for $1,500. Svendsen seconded. All aye, motion carried.
  15. Fun Day/Community Updates – Santa Visit will be December 3rd_ Will be doing hams and turkeys like previous years. There will be a Christmas lighting contest this year. Check Facebook for more information. New street signs will be ordered to replace faded ones. John Svendsen has accepted the mayor position and new council members Courtney Hageman and Morgan Gage will be sworn in after the December meeting.

A motion by Schmitt, second by Huinker to adjourn at 8:25 pm. All ayes, so moved. The next scheduled city council meeting is December 11, 2023, at 7:00 p.m. at the St. Lucas Community Hall.
