ST LUCAS COUNCIL MEETING MINUTES

March 13, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Monday, March 13, 2023 at 7:00 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Franzen, Huinker, Schmitt, Svendsen and Goerend. Guests present were Chad Wurzer, Paul Dietzenbach and Steve Michael. A motion by Huinker, seconded by Schmitt to open the Public Hearing on the FY2024 Budget. All ayes, motion passed. There were no comments or questions. At 7:05pm a motion by Schmitt and seconded by Franzen to close Public Hearing and go into regular session. Al ayes, motion passed.

  1. A motion by Schmitt, second by Huinker to accept the posted agenda. All ayes, so moved.
  2. A motion by Huinker, second by Franzen to approve the minutes from the Feb 13 meeting. All ayes, so moved.
  3. A motion by Huinker, seconded by Schmitt to approve the Feb 2023 Treasurer’s report. All, ayes, so moved.
  4. A motion by Schmitt, second by Franzen to approve the list of claims. All ayes, so moved.
  5. The city has received a donation for $4000 to go towards the recycling bin site. Franzen moved to accept the bid from E&D Repair to prepare an area by the lift station with a total cost of not to exceed$8,000. Including the donation, the cities cost would not exceed $4,000. Huinker seconded. All aye; motion passed.
  1. Rural/Quail Street repairs – Item tabled.
  2. Community Center south wall needs A contractor will look at the site and give an updated estimate. Item tabled.
  3. Schmitt moved to accept Resolution 2023-6 2023 Mowing Contract with Northeast Iowa Lawn Care. Goerend seconded. Roll call vote; Schmitt – aye, Goerend – aye, Franzen – aye, Svendsen – aye, Huinker, aye. Resolution passed. Discussed spraying at the park. Item tabled.
  4. Steve Michael gave an update on insurance policy. There was about a 9% increase in policy premium from last year. Steve will look at how increasing a couple deductibles will change the premium. Item tabled.
  5. Schmitt moved to approve Resolution 2023-4 Adopting the FY2024 Budget. Huinker seconded. All ayes; resolution passed.
  6. Interest has been expressed in purchasing the public works building (old fire station). Schmitt moved to set Resolution 2023-7 Set a public hearing for April 10 at 7pm to gather community opinion on the sale of the public works building. Franzen seconded. Roll call vote; Schmitt – aye, Franzen -aye, Huinker – aye, Svendsen – nay, Goerend – abstained. Motion passed. **It was determined that this resolution could not be approved because it was not on the March agenda. Resolution 2023-7 Setting a Public Hearing for Proposed Sale of Public Works Building will be on the April agenda to be considered.**
  7. Schmitt moved to appoint Jeremiah White with Elwood, O’Donohoe, Braun & White, LLP as city attorney. Franzen seconded. All aye; motion passed.
  8. Huinker moved to donate $50 to Turkey Valley’s Post Prom. Svendsen seconded. All aye; motion passed.
  9. The Facility Use Agreement Resolution 2023-5 with St Luke’s Church was discussed. Schmitt moved to approve resolution as presented. Franzen seconded. Roll call vote; Goerend – no, Franzen – yes, Huinker – no, Schmitt – yes, Svendsen – no. Resolution failed. Discussion was held on the length of the Current agreement if for June 1, 2022 – May 31, 2023. It was questioned as to why it’s a whole year when Fun Day is only a couple days. Goerend moved to change dates of facility usage to June 17, 2023 – July 1, 2023. Franzen seconded. All aye, motion passed. An updated resolution 2023-5 will be presented at the April meeting.
  10. No updates on code Item tabled.
  11. Schmitt moved to have Ossian repaint the parking lines in town. Svendson seconded. All aye; motion passed. Huinker moved to have West Union sweep the streets this spring. Svendson seconded. All aye; motion passed. Need for filling potholes and grass seeding will be tabled until closer to spring.
  12. Reviewed a couple verbiage changes to the proposed Fire Department 28E agreement update. Item tabled.
  13. Fire Department Update- Equipment for the FEMA grant has been ordered and funding has been received. May be several months until delivery and installation. Upcoming Hazmat training will be held with Waucoma.
  14. Park Update – The well servicing the park will be tested and Dave Goerend has donated the steel for the shelter house ceiling.
  15. Fun Day Update -Flashing Thunder will provide fireworks and committee is looking into possible entertainment for Friday The beer permit would allow for alcohol sales Friday also. Raffle tickets will be sold at $100/each with 300 total tickets. Discussion has also started on possible uses for funds raised from this year’s event.

A motion by Schmitt second by Franzen to adjourn at 9:14 pm. All ayes, so moved. The next scheduled city council meeting is April 10 2023, at 7:00 p.m. at the St. Lucas community hall.
