ST LUCAS COUNCIL MEETING MINUTES

January 9, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Monday, January 9, 2023 at 7:00 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Franzen, Huinker, Svendsen and Goerend. Guests present were Chad Wurzer and Sheila Reicks.

  1. A motion by Huinker, second by Franzen to accept the posted All ayes, so moved.
  2. A motion by Huinker, second by Svendsen to approve the minutes from the December 12th meeting. All ayes, so moved.
  3. A motion by Huinker, seconded by Franzen to approve the December Treasurer’s report. All, ayes, so moved.
  4. A motion by Franzen, second by Goerend to approve the list of claims. All ayes, so moved.
  5. Recycling bins are currently at the Historical Society parking Still looking for a permanent location. Item tabled.
  6. The railing for E Main Street is ready for installation.
  7. No update on Rural/Quail Item tabled.
  8. Possible new business incentives were discussed. Franzen will contact the county treasurer to find out what options are available at the county level. Item tabled.
  9. The Fire Department received a $79,000 Assistance to Firefighters Grant from FEMA to help purchase SCBA equipment. This grant requires a 5% local match.
  10. Discussed keeping $5,000 in savings to pay for the Fire Dept’s 5% portion if the FEMA grant. Franzen moved to retain $5,100 in the fire department savings account. The remainder will be placed into a CD. Svendsen seconded. All aye, motion passed.
  11. Huinker moved to pass Resolution 2023-1 SETTING TIME AND DATE FOR A PUBLIC HEARING FOR THE PURPOSE OF CONSIDERING THE MAXIMUM TAX DOLLARD FROM CERTAIN LEVIES

FOR THE CITIES PROPOSED FY 2023-24 BUDGET for February 13th at 7pm. Franzen seconded. Roll call vote: Franzen – aye; Goerend – aye; Huinker – aye; Svendsen – aye; Schmitt – absent. Motion passed.

  1. Possible budget items were discussed.
  2. Discussed possible companies to update the City Code Book next fiscal year.
  3. The contract for lawn mowing is up. Discussed options for the upcoming mowing season. Item tabled.
  4. Discussed possibly looking into a new city attorney. Item tabled.
  5. Discussed current insurance Item tabled
  6. Fire Chief and Assistant Chief positions are not up to appointment until January 2024.
  7. Fire Department Update- Fire Department Annual Nut Fry will be January 18th 5-8pm
  8. Edmund’s Park – No Update
  9. Fun Day Update- Fun Day shirts continue to be sold at Bank 1st. SWAG is not able to do the firework show this year; other options are being considered.

A motion by Franzen second by Huinker to adjourn at 8:08 pm. All ayes, so moved. The next scheduled city council meeting is February 13, 2023, at 7:00 p.m. at the St. Lucas community hall.
