City Council Minutes – February 13, 2023

ST LUCAS COUNCIL MEETING MINUTES

February 13, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Monday, February 13, 2023 at 7:00 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Franzen, Huinker, Schmitt, Svendsen and Goerend. Guests present were Chad Wurzer and Steve Michael.

  1. A motion by Schmitt, second by Huinker to accept the posted agenda. All ayes, so moved.
  2. A motion by Franzen, second by Svendsen to approve the minutes from the Jan 9 meeting. All ayes, so moved.
  3. A motion by Huinker, seconded by Schmitt to approve the Jan 2023 Treasurer’s All, ayes, so moved.
  4. A motion by Franzen, second by Goerend to approve the list of claims. All ayes, so moved.
  5. Discussed possible locations and scenarios for the recycling bin location. Will need to be removed from Historical Center parking lot by June.
  6. Rural/Quail Street repairs – Item tabled.
  7. Dennis Langreck hasn’t signed off on the work completed as stated in the settlement The Cities attorney has attempted to contact Mr. Langreck without success.
  8. Franzen met with the county treasurer to discuss potential new business incentives that might be offered from the county. Nothing is available through the treasurer’s office, and it was recommended to ask with the assessor. No action taken.
  9. Schmitt moved to approve Resolution 2023-2 Approval of the Max Levy. Franzen seconded. All aye; resolution passed.
  10. Huinker moved to approve Resolution 2023-3 Setting Time and Place for Public Hearing for the FY23-24 City Budget for March 13, Goerend seconded. All aye; resolution passed.
  11. Steve Michael from Michael Insurance Agency discussed current coverage and anticipated changes to the City’s insurance policy. He will attend the March meeting with quotes next year’s policy.
  12. Schmitt moved to approve a mowing bid from Al Boeckenheuer with NEIA Lawn Care for the 2023 growing season. Franzen seconded. All aye; motion passed. Will discuss spraying at next meeting.
  13. Discussed possible new city attorney. Item tabled.
  14. Discussed code book updates. Item tabled.
  15. Franzen moved to approve and pay $400 for a 10-year FCC license for the storm warning siren. Svendsen seconded. All aye; motion passed.
  16. Discussed budget items for FY2023-24
  17. Franzen moved to approve proposed fire department budget of $17,500. Goerend seconded. All aye; motion passed.
  18. Discussed proposed changes to the 28E agreement for fire protection and prevention between the City and Auburn, Jackson and Washington Item tabled.
  19. Franzen moved to purchase equipment for the fire department for the FEMA grant. Svendsen seconded. All aye; motion passed.
  20. Fire Department update was given. The Nut Fry went well. There has been no fire calls since last update and work continues on grants.
  21. Franzen moved to approve the gambling license for the Fun Day Raffle. Goerend seconded. All aye; motion passed.
  22. Franzen moved to approve the liquor license for Fun Day. Goerend seconded. All aye, motion passed.
  23. Park Update – Schmitt moved to approve proposed park budget of $23,500. Franzen seconded. All aye; motion passed. Franzen moved to install a security light at the park. Svendsen seconded. All aye; motion passed.
  24. Fun Day Update – Beau Timmerman has been Raffle tickets will be sold for $50 with a maximum of 600 tickets sold. Prizes are a golf cart and four-$500 cash prizes.

A motion by Franzen second by Huinker to adjourn at 9:22 pm. All ayes, so moved. The next scheduled city council meeting is March 13, 2023, at 7:00 p.m. at the St. Lucas community hall.
