City Council Minutes – August 16, 2023

ST LUCAS COUNCIL MEETING MINUTES

August 16, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Wednesday, August 16, 2023, at 7:03 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Schmitt, Huinker and Svendsen. Franzen arrived at 7:35 p.m. Absent was Goerend. Guests present were Chad Wurzer and Courtney Hageman.

  1. A motion by Schmitt, second by Huinker to accept the posted agenda with the addition of DNR wastewater treatment facility inspection. All ayes, so moved.
  2. A motion by Huinker, second by Schmitt to approve the minutes from the July 10th meeting. All ayes, so moved.
  3. A motion by Huinker, seconded by Schmitt to approve the July 2023 Treasurer’s report. All, ayes, so moved.
  4. A motion by Schmitt, second by Huinker to approve the list of All ayes, so moved.
  5. Rural St and Quail Rd project has been completed. Will be seeded this fall. Item tabled.
  6. Brick work has been completed on the south Will get bids on fixing electric on SE side. Item tabled.
  7. Updating has begun on the code book.
  8. Huinker fixed the grate on the sidewalk along E Main Will see if it continues to hold. Item tabled.
  9. The sewer cleaning was last done in 2018. Will continue to monitor and address as needed.
  10. The updated snow removal contract was reviewed. Schmitt moved to accept the contract as presented. Svendsen seconded. All aye, motion carried.
  11. Sam moved to accept bid for snow removal until Wednesday, September 61h
  12. Discussed possibly paying off remainder of W Main Street Loan early. There is about $17,000 left on loan. Huinker moved to pay off remainder of loan. Svendsen seconded. All aye, motion
  13. Schmitt moved to approve the alcohol license renewal for Kuennen’s Tap and Liquor Store. Franzen seconded. All aye, motion carried.
  14. Consider 2022-2023 Fire Department Financial Report – tabled.
  15. Schmitt moved to approve the 2022-2023 Community Hall Financial Report and utilize Fun Days profits to cover the $5,291.38 shortfall. Svendsen seconded. All aye, motion carried.
  16. Schmitt moved to approve the 2022-2023 Edmunds Park Financial Report. Franzen seconded. All aye, motion
  17. Schmitt moved to approve Resolution 2023-12 FY2022-2023-year End Transfer of Funds. Franzen seconded. Roll call vote: Franzen- aye; Schmitt- aye; Goerend – absent, Huinker- aye, Svendsen- aye. Resolution passed.
  18. Updated 20E Agreement between townships and fire department has been sent to townships for review. No updates.
  19. Fire Department Updates – Committee has been pricing new vs used vs rebuilding current fire truck to get best prices. FEMA grant air compressor has been delivered. The Pork Loin Fundraiser was very well attended.
  20. Edmund’s Park – An open house event has been scheduled for August 27th from 12-2pm. A meal will be provided along with the Moo Mobile. The shelter house sign will be installed during the open house. Concrete curbing and rock have been installed on the north side of the shelter house. One bathroom is open, and the water filling station has been delivered and will be installed in the spring.   21. Fun Day/Community Updates – 2024 Fun Days will be held June 21 and 22. A resident has reported a sinkhole forming near a sewer line on their Busta will contact someone to scope the area to see what is causing the problem. Talked about moving or adding a speed limit sign to Rural Street when you enter town from the south. Three council seats and the mayor’s seat are up for election this year. Nomination papers are due September 21st• Please contact Carrie at 319-415-8847 with questions. Reminder that golf carts need to be registered and drivers must be 16 years old to operate. The DNR held a wastewater treatment facility inspection at the lagoon. A couple small issues need to be addressed by September 1•1• Schmitt moved to contact E&D to repair some rock that has sloughed at the lagoon. Franzen seconded. All aye, motion carried.

A motion by Schmitt, second by Franzen to adjourn at 8:16 pm. All ayes, so moved. The next scheduled city council meeting is September 11, 2023, at 7:00 p.m. at the St. Lucas Community Hall.
