ST LUCAS COUNCIL MEETING MINUTES

April 10, 2023 7:00 p.m. in person or via Microsoft Teams upon request

The regular meeting of the St. Lucas City Council was held on Monday, April 10, 2023 at 7:00 p.m. Mayor Nick Busta presiding. Council members present at the Community Center were Franzen, Schmitt, Svendsen and Goerend. Guests present were Chad Wurzer and Louie Smith.

  1. A motion by Franzen, second by Svendsen to accept the posted All ayes, so moved.
  2. A motion by Schmitt, second by Franzen to approve the minutes from the March 13 meeting as All ayes, so moved.
  3. A motion by Goerend, seconded by Franzen to approve the March 2023 Treasurer’s report. All, ayes, so
  4. A motion by Goerend, second by Franzen to approve the list of All ayes, so moved.
  5. Recycling bin construction should start Item tabled.
  6. No Rural St and Quail Rd Item tabled.
  7. Schmitt moved at accept bid from Andy Babcock to skim coat and patch south wall of the Community Center. Goerend seconded. All aye; motion carried.
  8. Franzen moved to have Greenlawn spray city lawns as needed this Goerend seconded. All aye, motion carried.
  9. Schmitt moved to approve Resolution 2023-5 Facility Use Agreement with St Luke’s. Franzen seconded. Roll call vote: Franzen- aye; Schmitt- aye; Goerend – aye, Svendsen- aye, Huinker- absent. Resolution passed.
  10. Resolution 2023-7 Setting Public Hearing Regarding the Intent to Sell City Owned Discussion was held regarding possible sale of public works building. No decision was made. Item tabled.
  11. Schmitt moved to approve Resolution 2023-8 Appointing Jeremiah White as new city attorney. Svendsen seconded. Roll call vote: Franzen- aye; Schmitt- aye; Goerend – aye, Svendsen- aye, Huinker- absent. Resolution passed.
  12. Franzen moved to approve Resolution 2023-9 Insurance through Employers Mutual Casualty Company Insurance for April 1, 2023 to April 1, Goerend seconded. Roll call vote: Franzen- aye; Schmitt­ aye; Goerend – aye, Svendsen- aye, Huinker- absent. Resolution passed.
  13. Franzen moved to accept proposal from Simmering-Cory & Iowa Codification to update Code of Ordinances for Lucas. Goerend seconded. All aye; motion carries
  14. Consider updated Fire Department 28E Agreement
  15. Fire Department Updates – Awaiting delivery of equipment for the FEMA
  16. Edmund’s Park – The well servicing the park was tested and Soffit and fascia for the shelter house has been delivered. Continue to get tree/shrub donations.
  17. Fun Day/Community Updates – Community garage sales will be May Flowers will be purchased and planted downtown this spring. It was decided to divide the proceeds from Fun Day with 50% City, 25% Fire and 25% Park.

A motion by Schmitt second by Franzen to adjourn at 8:01 pm. All ayes, so moved. The next scheduled city council meeting is May 8, 2023, at 7:00 p.m. at the St. Lucas Community Hall.
