City Council Minutes – May 13, 2024

ST LUCAS COUNCIL MEETING MINUTES

May 13, 2024 – 7:00 p.m.                              St Lucas Community Hall

The regular meeting of the St. Lucas City Council was held on Monday, May 13, 2024, at 7:05 p.m. Mayor Svendsen presiding. Council members present at the Community Center were Paul Dietzenbach, Morgan Gage, Courtney Hageman, Sam Schmitt and Brock Perry.

  1. A motion by Hageman, second by Schmitt to accept the posted agenda. All aye, so moved.
  2. A motion by Schmitt, second by Hageman to approve the minutes from the April 8th regular meeting. All ayes, so moved.
  3. A motion by Schmitt, seconded by Hageman to approve the April 2024 financial All, ayes, so moved.
  4. A motion by Gage, second by Perry to approve the presented list of claims. All ayes, so moved.
  5. Updating continues on the code book. Item tabled.
  6. The electrical connection for the backup generator at the sewer lagoon hasn’t been completed yet. The DNR has been contacted about some rodents digging and will be trapping them. Item tabled.
  7. Steve Michael from Michael Insurance presented the 2024 EMC policy. Rates increased 12%.
  8. Schmitt moved to approve RESOLUTION 2024-11 Adopting the 2024-2025 Gage seconded. Roll call vote: Schmitt- aye; Hageman- aye; Dietzenbach- aye, Gage- aye, Perry- aye. Resolution 2024-11 passed.
  9. The Iowa Department of Homeland Security and Emergency is looking for potential projects for a new Safeguarding Tomorrow Revolving Loan Fund (STRLF). Will look into and see if something that would be of interest to the city.
  10. Schmitt moved to assign the property owned by Your Self Storage, LLC the street address as 106 SW Autumn Drive. Perry seconded. All ayes, so moved.
  11. Leon Kruse submitted a letter to the council regarding a sewer back-up issue that occurred at his propert It was determined that the issue was located in his service line and not due to the cities sewer main.
  12. Svendsen will contact West Union to see when they are available to sweep the streets this spring.
  13. Landfill rate increase was tabled.
  14. Garbage hauling contract was tabled.
  15. Fire Department Update – Auburn Township hasn’t signed the updated 28E agreement
  16. Park Update – New flags need to be ordered along with the dog waste bag holder. Possible future projects being looked at are a zip line and basketball/pickleball
  17. Community/Fun Days – Raffle tickets are available for sale and a Fun Days donation letter will be sent out shortly

A motion by Schmitt, second by Hageman to adjourn at 8:36 pm. All ayes, so moved. The next scheduled city council meeting is May 13, 2024 at 7:00 p.m.
