ST LUCAS COUNCIL MEETING MINUTES

January 8, 2024 at 7:00 p.m.                               St Lucas Community Hall

The regular meeting of the St Lucas,City Council was held on Monday, January 8, 2024, at 7:00 p.m. Mayor John Svendsen presiding. Council members present at the Community Center were Dietzenbach, Schmitt, Hageman and Gage. Guests present were Kevin Anderson, Brock Perry, Chad Wurzer and Susan Franzen.

  1. A motion by Hageman, second by Schmitt to accept the pasted All ayes, so moved.
  2. Two residents expressed interest in the vacant council seat Kevin Anderson and Brock Perry answered several questions from the council and stated their interest in serving on the Gage moved to appoint Brock Perry to the vacant seat. Hageman seconded the motion. Roll call vote was taken to approve 1RESOLUTION 2024-1 APPOINTMENT TO FILL A VACANCY ON THE ST LUCAS CITY COUNCIL. Roll call vote:Schmitt- aye; Hageman- aye; Dietzenbach- aye, Gage- aye. Resolution 2’024-1passed. Perry took the oath of office and joined the meeting at 7:10pm
  3. A motion by Schmitt, second by Dietzenbach to approve the minutes from the December 11th meeting. All ayes, so moved.
  4. A motion by Schmitt, seconded by Hageman t:o approve the December 2023 Treasurer’s report All ayes, so moved.
  5. A motion by Schmitt, second by Gage to approve the list of All ayes, so moved.
  6. Updating has begun on the code Item tabled.
  7. The electrical connection for the backup generator at the sewer lagoon hasn’t been completed yet. Tabled.
  8. Discussed possible website. Will see if some of the remaining ARPA funding could be used for this and get a firm quote. Tabled.
  9. Discussed committee and mayor protem appointees. Schmitt moved to approve RESOLUTION 2024-2 APPOINTING MAYOR PRO-TEM, COUNCIL COMMITTEES AND CITY CLERK as presented. Hageman seconded. Roll call vote: Schmitt- aye, Hageman- aye, Dietzenbach- aye, Gage- aye, Perry- aye. Resolution 20l24-2 passed. Schmitt was appointed as mayor protem.
  10. Hageman moved to approve RESOLUTION 2024-3 WAGE RESOLUTION FOR CITY EMPLOYEES as required to be done Perry seconded. Roll call vote: Schmitt- aye; Hageman- aye; Dietzenbach- aye, Gage- aye, Perry- aye. Resolution 2024-3 passed.
  11. Perry moved to approve RESOLUTION 2024-4 DESIGNATE OFFICIAL DEPOSITORIES giving signature authority to Mayor Svendsen a1nd Clerk Davis. Hageman AU aye. Motion passed.
  12. Susan Franzen requested to be allowed to keep a copy of the key to the community hall for American Legion/Auxiliary and voting business. Schmitt moved to allow Susan to keep a key for community business. Gage seconded. AH aye, motion passed.
  13. Discussed several properties with delinquent utility A certified letter will be sent to delinquent properties inf arming them that if payment isn’t received by January 31st, it will be assessed against the property with the Fayette County Treasurer’s Office.
  14. Continued discussion on budget items for the 2024-2025 budget including increases in insurance premiums and possible future projects to consider.
  15. Gage moved to approve the appointment of Chad Wurzer as Fire Chief and Jordan Jirak as Assistant Fire Chief for 2024. Dietzenbach seconded. All aye, motion passed.
  16. Fire Department Updates – Continue to work on grants for the pumper truck purchase.
  17. Edmund’s Park – Park committee will meet in January to develop a 2024/25 budget.
  18. Fun Day/Community Updates – The UTV has been delivered for the 2024 raffle.

A motion by Schmitt, second by Perry to adjourn at 8:09 pm. All ayes, so moved. The next scheduled city council                                                at 7:00p.m. at the St. Lucas Community Hall
