City Council Minutes – February 12, 2024

ST LUCAS COUNCIL MEETING MINUTES

February 12, 2024 7:00 p.m.                                   St Lucas Community Hall

The regular meeting of the St. Lucas City Council was held on Monday, February 12, 2024, at 7:00 p.m. Mayor John Svendsen presiding. Council members present at the Community Center were Paul Dietzenbach, Morgan Gage, Courtney Hageman, Brock Perry and Sam Schmitt. Guests present was Kevin Anderson.

  1. A motion by Schmitt, second by Hageman to accept the posted agenda. All ayes, so moved.
  2. A motion by Hageman, second by Dietzenbach to approve the minutes from the January 8th meeting. All ayes, so moved.
  3. A motion by Gage, seconded by Hageman to approve the January 2024 treasurers report. All ayes, so moved.
  4. A motion by Schmitt, second by Gage to approve the list of claims. All ayes, so moved.
  5. Updating continues on the code book. Item tabled.
  6. The electrical connection for the backup generator at the sewer lagoon hasn’t been completed yet. Item tabled.
  7. Hageman moved to proceed with a contract with lroc Web Design Services to build a city website. Schmitt seconded. All aye, motion passed.
  8. Schmitt moved to approve Resolution 2024-5 RESOLUTION TO ASSESS DELINQUENT UTILITY CHARGES. Gage seconded. Roll call vote: Dietzenbach- aye; Gage- aye; Hageman- aye, Perry- aye, Schmitt- aye. Resolution 2024-5 passed.
  9. Discussed the proposed FY2025 tax Perry moved to approve Resolution 2024-6 RESOLUTION TO SET PROPERTY TAX LEVY PUBLIC HEARING FOR MARCH 25 AT 6:30PM. Schmitt seconded. Roll call vote: Dietzenbach- aye; Gage- aye: Hageman- aye, Perry- aye, Schmitt- aye. Resolution 2024-6 passed.
  10. Discussed city Will invite Steve Michael to the March nth meeting to discuss policy.
  11. Discussed the 2024 lawn maintenance Will remove the lift station from locations needing to be mowed due to the recycling site being moved there. Schmitt made a motion to post public notice that bids for the 2024 mowing season will be accepted until March 6th• Hageman seconded..Alalye, motion passed. Anyone wanting more information or to submit a bid can contact Carrie at 319-415-8847.
  12. Discussed landfill rate increase, the exact amount isn’t known as of meeting. Item
  13. The city has received $7,472.41 from Fayette County Solid Discussed possible uses of these funds. Item tabled.
  14. The current garbage contract with Black hawk Waste expires 6/2024. Schmitt moved to proceed with procuring public bids for a new Perry seconded. All aye, motion passed.
  15. Continued discussion on budget items for the 2024-2025
  16. Hageman moved to approve liquor license for Fun Gage seconded. All aye, motion passed.
  17. Schmitt moved to approve applying for a 90-day Charitable Gambling Permit for Fun Days. Perry seconded. All aye, motion passed.
  18. Schmitt moved to give $50 to Turkey Valley Post Hageman seconded. All aye, motion passed.
  19. Fire Department Updates – The fire department will be hosting a hazmat training February 28. Jackson Township donated $5,000 towards the pumper truck.
  20. Edmund’s Park – The park committee will be meeting to develop their 2024-25
  21. Fun Day/Community Updates – The Fun Day’s committee will be meeting next week to continue planning. Schmitt will contact the fireworks provider.

A motion by Schmitt, second by Gage to adjourn at 8:25 pm. All ayes, so moved. The next scheduled city council meeting is March 11, 2024, at 7:00 p.m. at the St. Lucas Community Hall.
